The Toss-Up of '29

Shortly after the 2029 inauguration of president AndrewMacAlister, the world went straight to Hell.  The Crash Virus hit, leading to the fall of the stock market, the space program, the air traffic control network, and anything remotely dependent on electronic communication.  Brutal riots erupt across the globe.  Europe begins a slow-burning process of self-destruction.  And we're left to pick up the pieces.

We were quick to point fingers.  We blamed the Ghost Dance.  We blamed the Chinese.  We blamed the Metahumans.  We blamed cyberterrorists.  At the end of the day, the world was fragged, and we, the people, were left to sift through a bloody concept in meatspace.  In the Sprawl, the Guard quickly built barricades around Anacostia, but the Go Gangers were entirely too much.  With mass transit and high-speed chases moving through 9 independent jurisdictions, not including Maryland or Virginia, the D.C. police system couldn't keep up.  The National Guard came in, and the Federal District of Columbia was placed entirely under Martial Law.
All told, the mess lasted 'til early '31, after Unification -- when the remains of Canada and America merged into the United Canadian and American States.  The National Capitol became somewhat of a laughingstock, and the Capitol police were held up as an example for why jurisdictions should move on to private security contractors such as LoneStar.  After Seattle was LoneStar's first victory, we were almost the second.
Then something changed.  The Commission and Congress decided to modernize.  The Capitol Police, the Metropolitain Police, units from the D.C. National Guard, and the Park Police all got combined into what is now called the FedPols.  The entire Sprawl is now one large police jurisdiction, with precincts in each region administered by a Commissioner.  We got the riots under control, and the District was again ours.
